The Community Services Building on 10th Street, between Shipley and Orange.  The skybridge connected to the DuPont Building, but was removed in 1999.  Another skybridge, connecting the DuPont Building and the Nemours Building across Orange Street, was also removed in 1999.  An interesting fact: there are still tunnels connecting the Nemours, DuPont, and now demolished, Tatnall Building. 
The Market Street Mall was an attempt by the City of Wilmington to stem the flow of businesses leaving the central business district.  It converted Market Street from above 4th Street to 12th Street into a pedestrian mall.  The experiment, like most other pedestrian malls, was deemed a failure, and Market Street is currently undergoing a reconstruction back to a two-way vehicular street.
